Requires the State Department of Social Services to establish a program of categorical eligibility for CalFresh that extends gross income limits to households with members receiving or eligible to receive Medi-Cal medical assistance.

Expands categorical eligibility to include households meeting federal Supplemental Nutrition Assistance Program (SNAP) requirements and receiving or eligible for cash assistance under CalWORKs or food assistance programs.

Mandates implementation only with appropriate federal authorization and if no loss of federal financial participation occurs.

Authorizes the department to implement changes through all-county letters prior to adopting emergency regulations, with full implementation required by January 1, 2010.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated local program costs, reimbursement shall be made pursuant to existing statutory procedures.
