Establishes the San Joaquin Valley Regional Economic Planning and Preparedness Council (SJVREPPC) as a special committee under the California Workforce Investment Board to develop workforce strategies for the region's energy and technology sectors.

Council membership includes representatives from K-12 education, California Community Colleges, Employment Development Department, Department of Food and Agriculture, Governor's Office of Business and Economic Development, California Transportation Commission, and local workforce investment boards.

Requires the council to identify strategies, programs, policies, and funding to address workforce needs in the San Joaquin Valley's emerging energy economy, including the oil and natural gas industry.

Directs the council to develop labor market data, facilitate partnerships between federal and state agencies, educational institutions, and industry, and provide policy guidance for job training programs targeting at-risk youth, displaced workers, veterans, and formerly incarcerated individuals.

Requires the California Workforce Investment Board to submit annual reports to the Legislature by April 1 each year detailing the council's activities and progress on the oil and natural gas workforce strategic initiative.
