Requires the Instructional Quality Commission to consider including instruction on President Barack Obama's election and the significance of the United States electing its first African American President during the next revision of the history-social science curriculum framework.

Mandates the State Board of Education to adopt, modify, or reject the curriculum framework recommended by the commission.

Establishes legislative findings recognizing Obama's election as a historic step toward equality, his role as the first African American president of the Harvard Law Review, and his service in the Illinois State Senate and U.S. Senate before his 2008 election.

Notes Obama's 2008 election on November 4, 2008, and swearing-in on January 20, 2009, as well as his reelection on November 6, 2012, and second-term swearing-in on January 20, 2013.

Became effective upon Governor's approval on August 25, 2014.
