Limits cost sharing for covered outpatient prescription drugs in health care service plans and health insurance policies to 1/12 of the annual out-of-pocket limit for a 30-day supply of drugs without time-limited treatment or with treatment courses exceeding 3 months.

Limits cost sharing for prescription drugs with time-limited courses of treatment of 3 months or less to 1/2 of the annual out-of-pocket limit for the duration of treatment.

Applies to individual health care service plan contracts and health insurance policies issued, amended, or renewed on or after January 1, 2016, and group contracts issued, amended, or renewed on or after July 1, 2015.

Exempts Medicare coverage, grandfathered plans, high deductible health plans before deductible satisfaction, and specialized plans that do not offer essential health benefits.

Does not require state reimbursement to local agencies or school districts since any costs result from creating new criminal penalties under existing law.
