Defines "greenway" as a pedestrian and bicycle nonmotorized vehicle transportation and recreational travel corridor adjacent to urban waterways that includes landscaping, flood protection, public access, and design standards consistent with local planning documents.

Includes greenways in the definition of "open-space land" for local planning and zoning purposes under Government Code Section 65560.

Authorizes tax-exempt nonprofit organizations with a primary purpose of developing greenways to acquire and hold conservation easements under Civil Code Section 815.3.

Promotes development of greenways along urban rivers statewide through public-private partnerships, with specific focus on the Los Angeles River and its tributaries from Canoga Park to San Pedro Bay.

Prohibits local governmental entities from conditioning entitlements or permits on an applicant's granting of a conservation easement.
