Prohibits beer manufacturers and beer wholesalers from offering, funding, producing, sponsoring, promoting, furnishing, or redeeming any type of coupon.

Prohibits retail alcoholic beverage licensees from accepting, redeeming, possessing, or utilizing coupons funded, produced, sponsored, promoted, or furnished by beer manufacturers or beer wholesalers.

Defines "coupon" to include paper coupons, digital coupons, instant redeemable coupons (IRCs), and electronic coupons, but excludes mail-in rebates, distilled spirits coupons not advertising beer, wine coupons not advertising beer, and on-premise discounts at beer manufacturer locations.

Establishes definitions for beer manufacturer, beer wholesaler, cider, and perry for purposes of the coupon prohibition.

Specifies that no state reimbursement is required for local enforcement costs as this bill creates a new crime or infraction under existing law.
