AB 1930 - CalFresh: Student Eligibility

• Designates certain educational programs as employment training programs, allowing students enrolled in those programs to qualify for CalFresh (SNAP) benefits exemptions under federal law.

• Requires the State Department of Social Services to establish a protocol in consultation with community colleges, CSU, UC, workforce boards, and student advocates to identify and verify all CalFresh eligibility exemptions and educational program participation.

• Mandates the department seek and obtain federal approval from the USDA if required before publishing guidance or regulations.

• Requires implementation through all-county letters by October 1, 2015, with formal regulations to be adopted by October 1, 2017.

• Clarifies that counties are not required to provide specific support services or worker's compensation to students found eligible, and does not obligate colleges to provide verification information.
