Requires the Public Utilities Commission to biennially study and report on impacts of distributed generation, including clean distributed energy resources, on California's distribution and transmission grid.

Defines "clean distributed energy resources" to include clean energy technologies with nameplate capacity of 20 megawatts or less that meet greenhouse gas and NOx emissions standards, eligible renewable energy resources, demand response, and energy storage technologies.

Mandates the study evaluate reliability issues, grid interconnection, barriers to connection, emerging technologies, effects on peak demand, and impacts specific to the California Solar Initiative, self-generation incentive program, and net energy metering pilot program.

Requires consultation with the Independent System Operator and Energy Commission in conducting the biennial study.

Reports must be submitted to the Legislature and Governor on or before January 1st of every other year in compliance with Government Code Section 9795.
