Establishes that before or after school programs are the preferred placement for 11 or 12 year old children eligible for subsidized child care services.

Allows 11 or 12 year olds to receive subsidized child care only for hours when a before or after school program is not available, and permits families to combine both types of care to meet their needs.

Removes the requirement that parents must provide written certification on a state form explaining why a before or after school program is unavailable to continue receiving subsidized services.

Removes the requirement that contractors and the state department annually report savings generated from implementation of child care rules to the Legislature.

Exempts children with disabilities, including those with individualized education programs under federal law, from these provisions.
