Amends the definition of "necessary small high school" to qualify for state funding under the local control funding formula in Education Code Section 42285.

Adds a new category: a unified school district's only comprehensive high school qualifies if it has fewer than 286 pupils in average daily attendance and the district has 50 or fewer pupils per square mile of territory.

Changes language throughout the section from "less than" to "fewer than" when referring to student counts and adjusts the attendance threshold from 300 to 286 pupils for the new category.

Maintains existing definitions for necessary small high schools including those serving juvenile hall or exceptional needs pupils, and schools meeting specified distance and enrollment conditions.

Clarifies that continuation schools do not qualify as necessary small high schools.
