Establishes the Career Education Incentive Program administered by the State Department of Education to create incentives for school districts, county offices of education, charter schools, and community college districts to form regional career education consortia.

Authorizes career education consortia to be organized as joint powers agencies and requires participating agencies to develop career education programs aligned with California Career Technical Education Model Curriculum Standards and Common Core State Standards.

Permits consortia to use matching grant funds for career awareness and exploration activities in grades 7-8, career preparation programs in grades 9-12 and community colleges, and professional development for staff to improve program integration.

Requires consortia to develop plans establishing sequences of courses aligned to state standards and to consider annually reporting data on industry certifications earned, student advancement to higher education or employment, internships completed, and participation in career technical education pathways.

Allows consortia to receive state matching grants equal to current school year actual expenditures made by member agencies for college and career readiness goals, with funding limited to amounts calculated under specified education code sections plus apprenticeship program revenues.
