Establishes the Healthy Kids, Healthy Minds Demonstration from July 1, 2015 to June 30, 2018, requiring participating schoolsites to employ one full-time school nurse and one full-time mental health professional and extend library hours one hour before and three hours after the regular schoolday.

Allows local educational agencies with more than 55 percent unduplicated pupils to apply for demonstration funding; individual schoolsites may apply if their LEA does not meet the threshold.

Requires participating LEAs to collect and report annually to the State Department of Education data on pupil absenteeism, school climate, violence reduction, suicide prevention, bullying intervention, health status changes, and general academic achievement.

Encourages participating LEAs to offer library programs including reading circles, tutoring, online research, and parent engagement, preferably with certified bilingual staff.

Requires the State Department of Education to compile, analyze, and present demonstration results to the State Board of Education and Legislature by December 31, 2018.
