Authorizes the California Transportation Commission to relinquish the portion of State Highway Route 16 located within Sacramento city limits to the City of Sacramento, subject to the city's acceptance.

Authorizes the California Transportation Commission to relinquish the portion of State Highway Route 16 located in unincorporated Sacramento County (east of city boundary and west of Watt Avenue) to Sacramento County, subject to the county's acceptance.

Requires Sacramento City and Sacramento County to apply for business route designations for relinquished portions and maintain STAA truck route designations that previously applied to those segments.

Requires Sacramento City and Sacramento County to install and maintain signs directing motorists to the continuation of Route 16 to the east.

Relinquished highway portions become ineligible for future state adoption and cease to be state highways upon county recorder recordation of the relinquishment resolution.
