Exempts single-shot pistols with break top or bolt action from unsafe handgun regulations if they have a barrel length of at least 6 inches and overall length of at least 10.5 inches when assembled.

Removes the exemption for semiautomatic pistols that have been temporarily or permanently altered to not fire in semiautomatic mode, making such altered pistols subject to unsafe handgun provisions.

Maintains existing exemptions for single-action revolvers with at least five-cartridge capacity and specific barrel and overall length requirements.

Specifies that no state reimbursement to local agencies is required because the bill only changes the definition of a crime under existing law.
