Authorizes food facilities to allow pet dogs in outdoor dining areas if the facility owner elects to permit them and specified conditions are met.

Requires a separate outdoor entrance for pet dogs to avoid entry through the food establishment, and prohibits dogs from being on chairs, benches, or other fixtures.

Mandates that outdoor dining areas cannot be used for food or drink preparation or utensil storage, food and water for dogs must be in single-use disposable containers, and employees are prohibited from direct contact with pet dogs while on duty.

Requires outdoor dining areas to be maintained clean with contaminated surfaces cleaned and sanitized, pet dogs must be leashed or confined, and facility owners must comply with local ordinances regarding sidewalks, public nuisance, and sanitation.

Allows cities, counties, or city and county governments to prohibit pet dogs in outdoor dining areas by ordinance.
