Requires the Department of Health Care Services to promptly notify each county's behavioral health director when commencing or concluding a preliminary criminal investigation of a certified Drug Medi-Cal provider that contracts with that county.

Designates all communications between the department and counties regarding preliminary criminal investigations as confidential and exempt from disclosure under the California Public Records Act, Information Practices Act, subpoenas, and court testimony.

Prohibits counties from taking adverse action against a provider based solely on preliminary criminal investigation information disclosed by the department.

Allows the department to, but does not require it to, notify counties when investigating county-owned or county-operated Drug Medi-Cal programs.

Makes technical changes to the definition of Drug Medi-Cal reimbursable services to include substance use disorder services and adds legislative findings justifying the constitutional limitations on public access to investigation information.
