Requires the Chancellor of the California Community Colleges and Chancellor of the California State University to coordinate efforts when procuring systemwide information technology and software to enhance student achievement; requests the President of the University of California to participate in this coordination.

Coordination requirement applies only to large-scale information technology and software purchases that benefit all three segments of public postsecondary education and would reduce costs and increase efficiency.

Requires the three segments to develop procedures to coordinate the collection and sharing of student performance data in a manner consistent with state and federal privacy law.

Expresses legislative intent that the segments leverage their combined purchasing power for technology investments and prioritize interoperability to ease student transfer between systems.
