Establishes a pilot program authorizing the Los Angeles Unified School District to use best value procurement methods for public projects exceeding $1,000,000 before January 1, 2017.

Allows selection of contractors based on best combination of price and qualifications rather than lowest bid, with at least 50 percent of evaluation weight given to relevant experience, skilled workforce, and safety record.

Requires school district to submit interim report by July 1, 2017 and final report by January 1, 2019 to the Legislative Analyst on project outcomes, costs, and performance.

Limits retention proceeds withheld from contractors to 5 percent when performance and payment bonds are required.

Repeals all provisions on January 1, 2020 unless extended by later-enacted statute.
