Excludes inpatient physical therapy, occupational therapy, and speech pathology services provided by nursing facilities to their own residents from the definition of "special service" when those services are provided solely to meet federal Centers for Medicare and Medicaid Services certification requirements.

Specifies that physical therapy, occupational therapy, and speech pathology services provided by nursing facilities to outpatients are considered "special services" and therefore require state department approval.

Preserves the State Department of Public Health's authority to evaluate and enforce compliance with therapy requirements for nursing facilities and skilled nursing facilities during investigations and inspections.

Amends Section 1252 of the Health and Safety Code, effective upon Governor's approval on August 25, 2014.
