Requires local emergency medical services agencies implementing trauma care systems to commission an independent nonprofit organization or governmental entity to conduct comprehensive regional assessments of equitability and access to trauma systems at least once every five years.

Mandates that trauma system assessments be performed regionally in conjunction with other local EMS agencies and regional trauma coordinating committees (RTCCs), with results submitted to the state Emergency Medical Services Authority.

Authorizes the five RTCCs to assess and provide recommendations to local EMS agencies, which must incorporate these recommendations into their trauma care plans.

Requires the Emergency Medical Services Authority to develop a statewide trauma plan addressing all aspects of trauma care systems, including bioterrorism, natural disasters, mass casualties, and rural/urban access, with a legislative status report due by March 31, 2015.

Appropriates $500,000 from the General Fund to the authority for implementing a data collection system to conduct trauma assessments across the state.
