Authorizes community food producers and gleaners to sell whole uncut fruits, vegetables, or unrefrigerated shell eggs directly to the public or permitted restaurants if products are labeled with producer name and address, and egg production is limited to 15 dozen eggs per month.

Permits city or county health enforcement offices to require community food producers and gleaners to register and provide contact information, and allows inspections in response to food safety recalls or complaints.

Allows enforcement officers to issue cease and desist orders for violations, prohibiting sales until operations are reinspected and cleared, with opportunity for a hearing within 15 calendar days of the order.

Exempts direct marketing activities including certified farmers' markets, community food producers, community-supported agriculture, and farm stands from egg temperature storage requirements that apply to other egg handlers.

Defines "community food producer" as an agricultural producer on non-agricultural land complying with local zoning restrictions, and defines "gleaner" as a person who gathers or harvests crops made available by the owner.
