Expands eligibility for nonresident tuition exemption at California Community Colleges and California State University to include students with 3+ years of combined elementary and secondary school attendance in California plus equivalent of 3+ years of full-time high school coursework, in addition to existing requirement of 3+ years of high school attendance alone

Requires students without lawful immigration status to file an affidavit stating they have applied or will apply to legalize their immigration status to qualify for the exemption

Allows community college districts to report students exempt from nonresident tuition as full-time equivalent students for apportionment purposes

Designates implementation of this exemption determination as a state-mandated local program subject to reimbursement under Government Code Part 7 if the Commission on State Mandates determines costs are mandated by the state
