Authorizes licensed beer manufacturers to possess and serve all beers and wines (regardless of source) at private events or private functions not open to the general public on their licensed premises or contiguous premises, with non-manufactured beverages required to be purchased from licensed wholesalers.

Creates a new certified farmers' market beer sales permit allowing beer manufacturers, their family members (21+), or employees to sell packaged beer manufactured by the brewery at certified farmers' markets within the same county or adjacent county, limited to one day per week per location.

Caps annual beer sales under all certified farmers' market permits held by a single manufacturer at 5,000 gallons and establishes a $50 permit fee deposited into the Alcohol Beverage Control Fund.

Specifies that all alcoholic beverages sold or served at private events must be produced by a licensee authorized to manufacture the product.

Waives state reimbursement to local agencies because the bill expands the definition of crime related to license violations and creates new license categories.
