Authorizes virtual or online charter schools (defined as schools where at least 80% of teaching occurs via the Internet) to claim independent study average daily attendance for pupils who move outside the school's geographic boundaries, for the duration of their enrolled courses or until end of school year, whichever is first.

Maintains existing restriction that community schools and independent study average daily attendance can only be claimed for pupils residing in the same county or immediately adjacent counties as the school, except for the new virtual/online charter school exception.

Requires the State Department of Education to report to the Legislature, Department of Finance, and Legislative Analyst's Office by December 31, 2016, assessing the need for this virtual charter school funding provision.

Sets the authorization to expire on January 1, 2018, unless extended by later legislation enacted before that date, at which point the provision reverts to the standard geographic residency requirement.
