Extends beer return exceptions to include product quality issues (in addition to recalls and health/safety issues) subject to Department of Alcoholic Beverage Control approval, and eliminates the 15-day time limit for returns of such beer.

Changes beer manufacturer duplicate license issuance from mandatory to discretionary, allowing the department to issue licenses where specified privileges will be exercised at branch offices.

Limits beer manufacturers to selling or tasting alcoholic beverages at no more than 6 branch office locations, with a maximum of 2 being bona fide eating places owned by the manufacturer.

Establishes a $100 beer manufacturer temporary permit (valid 120 days, renewable) allowing manufacturers to operate branch locations during pending duplicate license applications, and eliminates the 30-day prohibition on retail sales for duplicate licensed branches.

Requires reapplication and department approval for any changes expanding privileges at branch office locations operating under simplified duplicate licenses issued without full application review.
