Increases the maximum number of distinctive decals, labels, and identifiers that the California Department of Motor Vehicles can issue for low-emission vehicles using HOV lanes from 55,000 to 70,000.

Authorizes vehicles meeting California's SULEV, ULEV (2004 model-year or earlier), enhanced AT PZEV, or TZEV emission standards to display identifiers allowing use of high-occupancy vehicle lanes regardless of occupancy.

Grants toll-free or reduced-rate passage on high-occupancy toll lanes to vehicles displaying valid identifiers issued by the DMV under this program.

Allows the Department of Transportation to restrict these vehicles from specific HOV lanes during peak congestion periods if the lane exceeds acceptable service levels and other congestion mitigation methods are infeasible.

Sunsets the program on January 1, 2019, upon expiration of federal authorization, or upon notice from the Director of Transportation that federal law no longer permits such vehicles in HOV lanes, whichever occurs first.
