Prohibits health care service plans and health insurers from discriminating against health care providers who are acting within the scope of their state-issued license or certification, effective January 1, 2015

Does not require plans or insurers to contract with any provider, nor does it prevent them from establishing varying reimbursement rates based on quality or performance measures

Implements state law only to the extent required by federal provider nondiscrimination provisions in Section 2706 of the Public Health Service Act and related federal regulations

Willful violations by health care service plans constitute a crime under existing law

No state reimbursement required for local agencies or school districts under Article XIII B of the California Constitution
