Authorizes the San Mateo County Transit District to continue operating an existing, previously approved labor compliance program to monitor and enforce prevailing wage requirements on Construction Manager/General Contractor (CMGC) transit projects

Requires the district to obtain approval from the Department of Industrial Relations before continuing an existing labor compliance program

Permits the district to use an internal labor compliance program only if it has not contracted with a third party to conduct the program

Provides two alternatives to the standard prevailing wage monitoring requirement: continuing an approved existing program or entering into a collective bargaining agreement that includes wage dispute resolution mechanisms
