Redefines "distressed area" as a census tract determined by the Department of Finance to be in the top quartile of census tracts with the highest unemployment and poverty in the state.

Establishes a 5-percent price preference for contracts exceeding $100,000 awarded to California-based companies that certify at least 90 percent of labor hours will be performed at a worksite in a distressed area.

Defines "worksite" to include businesses located within a distressed area or in directly adjoining census tract blocks that form a contiguous boundary with the distressed area.

Repeals Section 4534.1 of the Government Code.
