Increases income disregard amounts for Medi-Cal eligibility for aged and disabled persons from $230 (individual) and $310 (couple) to $369 (individual) and $498 (couple)

Requires annual adjustment of income disregard amounts to maintain an overall income standard of 138% of the federal poverty level

Establishes that the income standard cannot fall below the SSI/SSP payment level that an individual or couple receives or would receive as a disabled or blind person

Applies to the Medi-Cal program administered by the State Department of Health Care Services and expands eligibility for aged and disabled persons

Requires state reimbursement to local agencies for any costs mandated by this bill, as determined by the Commission on State Mandates
