Authorizes San Mateo County and Yolo County to conduct all-mailed ballot elections as a pilot program until December 31, 2017, excluding statewide primary/general elections and special elections to fill state office vacancies.

Requires at least one ballot dropoff location per city or a ratio ensuring no more than 100,000 residents per location (whichever results in more locations), open 28 days before election through 8 p.m. on election day.

Mandates at least one polling place per city on election day where voters can request ballots if not received by mail, with accessible locations and equipment for voters with disabilities.

Requires counties conducting all-mailed ballot elections to report to the Legislature and Secretary of State by December 31, 2017 on election costs, voter turnout by demographic categories, rejected ballots, voter fraud, and comparisons to similar non-mail elections.

Sunset provision repeals the section on January 1, 2018 unless extended by statute enacted before that date.
