Establishes that minors who are victims of human trafficking and whose parents or guardians failed or were unable to protect them come within juvenile court jurisdiction as dependent children (effective until January 1, 2017, then repealed and reenacted).

Requires group home facility administrators, licensed foster parents, and relative/nonrelative extended family member caregivers to complete training on cultural competency and best practices for providing adequate care to sexually exploited and trafficked minors in out-of-home care.

Mandates that community college districts with foster care education programs make orientation and training available to relative or nonrelative extended family member caregivers, including instruction on caring for sexually exploited and trafficked minors.

Requires training for group home administrators to include 40 hours of classroom instruction covering topics such as medication administration, resident assessment, and non-violent emergency intervention.

Specifies that if the Commission on State Mandates determines the act imposes state-mandated costs on local agencies or school districts, reimbursement shall be made pursuant to Government Code provisions.
