Authorizes the State Air Resources Board to establish and maintain a wait list of eligible applicants for the Clean Vehicle Rebate Project on a first-come-first-served basis when annual funding is insufficient.

Requires the state board to disburse rebates to wait-listed applicants if the Legislature appropriates additional funds for the project in the same or following fiscal year.

Applies to the Clean Vehicle Rebate Project, which promotes production and use of zero-emission vehicles under the existing Air Quality Improvement Program.
