Requires at least one administrator, facility manager, or designated substitute (age 21+) to be on premises 24 hours per day at residential care facilities for the elderly, replacing the previous requirement of presence only during normal working hours.

Mandates facilities employ sufficient staff to provide resident care, ensure health and safety, maintain at least one staff member with CPR and first aid training on duty at all times, and keep the facility clean and safe.

Expands staff training requirements to include building and fire safety and appropriate emergency response, in addition to existing training on physical limitations, personal care, residents' rights, medications, and psychosocial needs.

Establishes more comprehensive training requirements effective January 1, 2016, including 40 hours initial training (with 20 hours before independent work) and 20 annual hours, with specific requirements for dementia care and other specialized topics.

Exempts certified nurse assistants, licensed vocational nurses, and registered nurses from full training requirements but requires them to complete 8 hours of facility-specific training prior to providing direct care.
