Requires the State Air Resources Board to develop specified information by January 1, 2016 to advise the update of the next greenhouse gas emissions scoping plan under the California Global Warming Solutions Act of 2006.

Mandates the state board develop a proposal for further reducing greenhouse gas emissions by 2050 with intermediate goals, and evaluate which emissions-reduction strategies can be scaled nationally and globally.

Requires an economic assessment of various greenhouse gas emissions-reduction strategies using best available economic models and data, which may include a marginal cost analysis.

Requires analysis of health, safety, welfare, worker safety, environmental, and quality of life benefits associated with various greenhouse gas emissions-reduction strategies, and establishment of consistent metrics to quantify emissions reductions and cost-effectiveness.

Specifies that the information developed is intended to assist in establishing state policy and does not change any statute, regulation, or regulatory decision, and requires submission of findings to the appropriate legislative committees by January 1, 2016.
