Mandates similar 30-day notification and approval requirements for affiliate primary care clinic applications to the Family Planning, Access, Care, and Treatment (Family PACT) Program, with effective enrollment date being the later of Medi-Cal provider confirmation or completion of Family PACT requirements.

Preserves the department's authority to conduct background checks, pre-enrollment inspections, and unannounced visits for affiliate primary care clinics licensed under Health and Safety Code Section 1218.1.

Establishes streamlined enrollment procedures for affiliate primary care clinics already enrolled as Medi-Cal providers in good standing, allowing 30 days to correct any Family PACT application discrepancies.
