Establishes regulatory framework for pet insurance policies sold to California residents on or after July 1, 2015, requiring insurers to disclose exclusions for preexisting conditions, hereditary disorders, congenital anomalies, and chronic conditions.

Mandates pet insurers provide consumers with a separate "Insurer Disclosure of Important Policy Provisions" document in at least 12-point type that explains coverage limitations, deductibles, waiting periods, and claim payment basis.

Requires all pet insurance policies include a minimum 30-day free look cancellation period allowing consumers to return policies for a full premium refund if no claims have been paid.

Authorizes the Insurance Commissioner to assess civil penalties of up to $5,000 per violation or $10,000 for willful violations, with hearings conducted under the Administrative Procedure Act.

Requires pet insurers to post policy definitions, benefit schedules, and usual and customary fee information on their websites and include statutory definitions in policies when using specified exclusion terms.
