Requires health care providers to deliver electronic copies of medical records in digital or electronic format (including email) when requested, if the records exist in such format and can be delivered electronically.

Extends the deadline for health care providers to make records available from 5 days to 20 business days after presentation of a written request and authorization.

Allows health care providers to charge reasonable costs for providing electronic copies, capped at 25 cents per page (not to exceed $125 total) plus a retrieval or processing fee not exceeding $30.

Permits attorneys, their representatives, agents, and subcontractors to request medical records on behalf of patients, guardians, or heirs of deceased patients.

Specifies that the bill does not supersede federal privacy and security requirements under HIPAA or other federal law regarding protected health information.
