Establishes the Supervised Population Workforce Training Grant Program administered by the California Workforce Investment Board, funded through legislative appropriation, operating until January 1, 2021.

Provides $1,000,000 appropriated in the 2014 Budget Act from the Recidivism Reduction Fund for workforce training and development grants serving individuals on probation, mandatory supervision, and postrelease community supervision.

Eligible grant uses include vocational training, stipends for trainees, apprenticeship opportunities, and supportive services, with preference for applications including matching funds, existing workforce programs, and nonprofit partnerships.

Requires competitive grant awards to counties in at least two rounds, with first phase funded by May 1, 2015, and mandates education and training assessments for all participating supervised population members.

Mandates State WIB submit report to Legislature by January 1, 2018, evaluating grant program effectiveness, employment outcomes, credential attainment, and recommendations for long-term viability of workforce training collaborations.
