Deletes obsolete provisions in Government Code Section 12715 relating to fiscal year 2003-04 and 2008-09 allocations from tribal casino accounts that were eligible for expenditure through specified end dates.

Removes sunset language allowing funds from County Tribal Casino Accounts and Individual Tribal Casino Accounts allocated in fiscal years 2003-04 and 2008-09 to be spent beyond the standard fiscal year reversion date.

Makes minor technical correction changing "where" to "in which" in subdivision (b)(2)(C) regarding selection of representatives when no tribes pay into the Indian Gaming Special Distribution Fund.

Maintains existing framework for distributing gaming revenue through nexus grants (60%), discretionary grants to tribes paying into the fund (20%), and discretionary grants to tribes not paying into the fund (20%).
