Expands the definition of "charter-party carrier of passengers" to include persons using an online-enabled application or platform to connect passengers with drivers.

Requires liability insurance coverage procured by charter-party carriers to be primary coverage.

Mandates the Public Utilities Commission develop a standard written disclosure agreement for drivers working with online-enabled charter-party carriers that discloses insurance coverage limits and advises drivers their personal auto insurance may not provide coverage.

Requires drivers to sign the disclosure agreement, which becomes subject to commission review and audit.

Specifies no state reimbursement is required because the bill changes the definition of a crime under existing law.
