State Water Resources Control Board must determine by December 31, 2016 whether disinfected tertiary treated recycled water is safe for providing water to animals, in consultation with impacted state agencies.

If the board determines the recycled water poses a significant risk to public or animal health, it must establish uniform statewide recycling criteria for animal water use.

If the board determines no significant risk exists, it may approve the use of disinfected tertiary treated recycled water for animal water purposes, except it is prohibited for dairy animals currently producing dairy products for human consumption.

The board must consider recommendations from the Advisory Panel on Constituents of Emerging Concerns in Recycled Water, state-funded research on water quality, and research on unregulated pollutants when making its evaluation.

No person is required to use recycled water for animal purposes under this section.
