Amends Section 25608 of the Business and Professions Code to add a new exception allowing alcoholic beverages at facilities owned and operated by educational agencies, county offices of education, superintendents of schools, school districts, or community college districts when pupils are not on the grounds.

The new exception applies to alcoholic beverages acquired, possessed, used, sold, or consumed pursuant to a license or permit obtained for special events at facilities including office complexes, conference centers, and retreat facilities.

Specifies that facilities covered by this exception include, but are not limited to, office complexes, conference centers, or retreat facilities owned and operated by the listed educational entities.

Maintains existing exceptions for alcoholic beverages at public schoolhouses including those for instructional programs, religious services, community centers, and community college special events.
