Expands the definition of "places" that can be registered as state historical landmarks to explicitly include living and producing vineyards, orchards, and groves.

Allows agricultural historical resources designated as state landmarks to undergo routine agricultural husbandry practices including cultivation, pruning, irrigation system installation, trellising systems, replanting, and removal without restrictions.

Requires the Department of Parks and Recreation to consider all recommendations from the State Historical Resources Commission when registering buildings, structures, sites, or places as state historical landmarks.
