Authorizes courts and counties to jointly establish amnesty programs for vehicle code fines and bail due on or before January 1, 2012, from January 1, 2016 through December 31, 2016

Allows defendants to satisfy eligible fines or bail by paying 50% of the total amount owed, which must be accepted in full satisfaction of the delinquent debt

Extends amnesty eligibility to certain misdemeanor violations and infractions, excluding parking violations and violations of Sections 23103, 23104, 23105, 23152, and 23153

Prohibits criminal action against persons who pay delinquent fines or bail under the amnesty program

Requires amnesty programs to be conducted according to guidelines provided by the Judicial Council, with revenues distributed on a pro rata basis after unreimbursed operating costs are deducted
