Applies to regulations governing the appointment of special trustees to manage community college districts experiencing fiscal difficulties or noncompliance with state recommendations.

Preserves existing authority for the Board of Governors to appoint special trustees, conduct management reviews, reduce or withhold apportionments, and take corrective action against fiscally troubled districts.
