Requires the State Department of Health Care Services to develop and implement a plan to monitor, evaluate, and improve quality, accessibility, and utilization of health care and dental services provided through Medi-Cal managed care.

Plan must include nationally recognized quality and access measures, minimum performance standards, sanctions for deficiencies, and a publicly available dashboard reporting quality, access, and utilization data by eligibility category, plan, county, age, gender, ethnicity, and primary language.

Mandates quarterly public meetings by the department to report on performance measures, utilization levels, quality and access standards, network adequacy, and fiscal solvency, with opportunity for public comment.

Requires appointment of an advisory committee composed of providers, plans, researchers, advocates, and enrollees to review performance standards and make recommendations to improve quality and access in Medi-Cal managed care services.

Implementation limited to the extent that funding is provided in the annual budget act or through federal, private, or other non-General Fund sources.
