Requires California State University trustees to offer eligible students an agreement guaranteeing completion of a baccalaureate degree within 4 academic years, with extensions up to 5 years permitted for programs like engineering or teacher training.

Students scoring at or above a specified percentile on standardized college readiness assessments (SAT, ACT, or equivalent) are presumed eligible; students below that threshold may take an additional campus-selected test.

Agreements must outline a general coursework pathway, be signed before the end of the student's first semester, and guarantee priority enrollment in pathway courses.

Participating students must maintain full-time enrollment status, meet Cal Grant academic standards, may be required to attend orientation and success workshops, and cannot declare a major later than fall semester of sophomore year.

Students who meet all agreement requirements but fail to graduate within the guaranteed period due to circumstances beyond their control shall pay no tuition for additional coursework needed to complete their degree.
