AB 2099 Summary

• Establishes the Title 38 Funding Program under the California State Approving Agency for Veterans Education (CSAAVE) to approve qualifying institutions for federal Title 38 educational awards for veterans and eligible active duty members.

• Deems public and private postsecondary institutions eligible for Title 38 awards if they are accredited by a U.S. Department of Education-recognized accrediting agency and provide information on California licensing examination passage rates.

• Requires unaccredited degree-granting institutions participating in the program as of January 1, 2015, to obtain candidacy or preaccreditation status by January 1, 2016, and full accreditation by January 1, 2017, or lose eligibility for new Title 38 enrollments.

• Requires private postsecondary educational institutions to obtain approval to operate from the Bureau for Private Postsecondary Education beginning with the 2016-17 award year to remain eligible for Title 38 awards.

• Mandates CSAAVE notify Title 38 recipients attending ineligible institutions of their ineligibility and provide them with a complete list of eligible California postsecondary institutions where they can receive Title 38 awards.
