Prohibits common interest development associations from imposing fines or assessments against members who reduce or eliminate watering of vegetation or lawns during periods when the Governor has declared a state of emergency due to drought or a local government has declared a local emergency due to drought.

Voids any association governing document provisions that prohibit the use of low water-using plants as a group or restrict compliance with water-efficient landscape ordinances or water conservation regulations.

Allows associations to enforce landscaping rules that fully conform with the requirements to permit water conservation measures and low water-using plants.

Took effect immediately upon Governor approval on July 21, 2014 as an urgency statute.
